MangaHelpers slows down from time to time because the largest audience it is Japanese though most active community to be foreigners (or Japanese pretending to be from another nationality).

Himself alexa( http://www.alexa.com ) says that the Japanese public is equivalent to 40% of total visits. The raws are very popular.

Try to use the service of the site on a schedule that possibly has less Japanese.

If download speed is low or get a 403, just try to change url into adjacent server.
eg: modified http://media5.mangahelpers.com/... to http://media4.mangahelpers.com/..
this may help.
