如果警告以后，某些海外票（即中国票）依然存在刷票现象以及定向投票现象，则立刻实行ip规制
正如我在“X假票案”中所说，我相信国人没有刷票，会去投票的人也很少，至于“定向性”更无从谈起，然而这没有任何辩解的余地

ATTENTION
-Fundamental rule-
You can vote only ONCE per game. Voting twice or more in a same day is prohibited.
You can choose 1 character per game (main tournament).
(During preliminary games, up to 8 characters per game)
Note that not a few domestic (Japanese) participants have a doubt that
foreign participants are ignoring the rule above
because foreign votes tend to concentrate on particular animations.
Participants who don't follow this rule can be banned
including the rest of the participant using the same ISP.
